Where is v1.15?

I stopped playing Warcraft III a couple years ago, and I was thinking of buying it again/installing it to find a friend and play the final version of the game. I looked up some stuff, but I couldn't find anything that GDD/AZ said were going into v1.15. Could somebody explain to me what happened? Where all his brilliant plans and ideas for the game went? They seem to have just vanished, and the few times I had a chance to play with GDD he seemed like too nice a person to disappoint anyone, so again, could somebody explain to me what made him stop developing the game?
